What happened to speech synthesis?

I have a perfectly functional NeXTcube sitting on my desk running NEXTSTEP 3.3 and it doesn't speak a thing. What gives?

The speech capabilities are mentioned in Webter's The NeXT Book and on the BYTE story about the NeXTcube.

The feature is missing on system preferences also.

Never seen it mentioned before... Mine talks, but I have a 3rd party app installed called BigMouth or something like that.
