I was trying to disassemble my cube for general maintenance and cleaning and by accident one of the rods that keep the cube part broke, and the screw part got stuck on the front panel.

also, I notice that another rod is stuck, so I want to disassemble the cube for painting the rod will be damaged too.

could you please recommend how this can be fixed so I can go to a near machinist and ask for help to remove the screw and build a new rod

Can you insert a photo of the damaged area to determine which can be the best remedy?
Before unscrewing old screws, I suggest you to always spray a good lubricant (like the WD-40): it has unlocked me some screws that have been stuck for 30 years, it's a really good product.

A machinist may be able to use a screw extractor tool to remove the broken screw threads.  It's in a difficult location to get access to because it's so close to the side wall.

As for the rod, hopefully someone here has an extra rod that they can sell you.  If not, here are some measurements that I took from one of my NeXTcube assembly rods.

Length: 283.35mm
Diameter: 4.0mm
Thread: M4-.70
Thread length each end: 11mm

The 11mm thread length is from each end of the rod to the machined shoulder. There's a machined relief (clearance for the thread die) between the shoulder and the actual end of the threads that measures 1.4mm long and 2.84mm diameter.
