I was able to confirm the existence of TipTop on the blackhole homepage, but the software was not available, until I happened to find it in an archive in my storage.
I was hoping for a program like "HyperTerminal" in windows, but TipTop is a modem client, so it didn't provide the behavior I wanted.
However, I thought I'd share the file I found with the community in case anyone needed it.
