I found out today that my New to me GTX 2070 does not work well with ps/2 mice on my openstep box.
System boot to login screen and shows a perfect mouse cursor but when you move the mouse lines of corruption show and you cannot see where the mouse is.

I reverted back to my GTX 1050TI and things run fine.
Never had this issue on a GTX 750TI or a GTX 980TI.

Motherboard: AIMB-701G2
Gpu: Nvidia GTX1050TI
Adapted 2940UW Pro
3x Atlas 36G 15k Scsi Drives
Smc 9332 Pci Ethernet
Creative SB 16 Pci
PS/2 Mouse
Ibm Model M PS/2 Keyboard

One thing you could try is to adjust the screen resolution of the VESA driver. Maybe drop it down to 1280×1024 resolution, or whatever your monitor accepts and see if the problem persists. It doesn't sound like the mouse is the issue since it works with other cards. Are you using HDMI or DisplayPort?

I tried it at 1600x1200 & 1920 x 1200 (screens native resolution). I am using DVI. I booted to my linux Mint install on this machine and it works just fine.

Which Power Supply are you using? I'm wondering if Openstep verse Mint power management and the  GTX 2070 Video Card drawing more power 175W than  GTX 1050TI 75W.  Spec Comparison  https://technical.city/en/video/GeForce-GTX-1050-Ti-vs-GeForce-RTX-2070

If you scroll right in Preferences panel at the very end there is a Power Management Toggle button Energy efficiency verse Best Performance , may be try the opposite setting and see if it makes a difference. :)

I ran across an article that says the 2070 uses DisplayPort v1.4a and older NVidia cards back to the 10 series use DisplayPort v1.2a, but since you're using DVI that probably doesn't apply. The article also says that the 2070 supports the newer VESA Display Stream Compression and VESA Adaptive Sync, so maybe the VESA support has changed enough that it's an issue with the OPENSTEP VESA driver.

You could try a serial mouse or PS/2 > serial adapter if you have one to see if that helps. Or a USB mouse if the BIOS has a Legacy USB support setting. Another thing to try is using an HDMI cable with a HDMI > DVI adapter at the monitor.  Other than that I'm out of ideas. I hope that you get things sorted out.
