so where is libc?

Now that I've made some progess whipping my NeXTStation into shape I'm about ready to start installing new software. First thing I notice is I have no compiler  :?. I must assume that who ever did the original install did not have the development disks? Is that the case do the things like libc and other basic features come only on that. Is it possible to install gcc without having the developer disks?

If you can install something, like the egcs from here:
http://www.math.unl.edu/~rdieter1/OpenStep/Developer/
(works under NS33)
but i assume you can't compile anything since the libs and headers are all missing.
